The recommendation includes the lowest base-up in the history and the biggest cut in lump-sum payment.

A National Personnel Authority's recommendation is a compensatory measure for basic trade union right of public servants. It should be implemented as early as possible if taking into account its nature and its impact on the economy for improving their living standards and leading to the improvement of living standards of the unorganized.

If the recommendation were restricted by any chance, it would affect not only public servants, but also the economy as a whole. And in the light of basic trade labour rights, it is a serious matter we can not let pass.
