- The Educational
Reform Conference, which is a Prime Minister Yoshiro Mori's ad
hoc consultative agency, adjusted "the interim report: 17
proposals to change education" today.
Although this interim report "decided performing a concrete
and constructive proposal rather than developing an idea and
abstract theory," in the proposal and proposal of "confirming
that the origin of education is a home", there are not few
things deficient in the concrete contents only by enumerating
subjects, things which hurry an argument too much and lack a
prudent examination, and things which the viewpoint over a subject
inclines and should be reexamined. Although "having stood
on the position of the child, intelligible a lesson is made effective"
and other points meet national needs, the view which pushes an
educational idea and an object from a top as a constantly fundamental
posture is strong, and the posture in which it argues about an
educational problem with the side and local resident who receives
education is very weak.
- The proposal of
the production of a school for responding to reliance of an area,
such as "responding quickly to an everyday opinion from
parents, and telling the result", the proposal "which
promotes the education which cherishes an occupation view and
a labor view", and the proposal of "the educational
promotion master plan for synthetic promotion of an educational
measure" are important. Such reform of the educational system
should greatly be advanced.
On the other hand, concerning the proposal "all the members
are made to perform service activities", lessons are not
taken for it from the body if "soul of service" is
forced. In consideration of the autonomy which he/she is conscious
of and is studied in which the self-actualization "the search
for work and the search for itself" is thought as important,
we should advance environmental maintenance which enables it
not compulsion but to carry out spontaneously.
Although the proposal of "changing and diversifying the
current memory-concentrating university entrance examination"
is a very important subject, the contents have not fully met
the expectation of people.
Moreover, although the idea that compulsory education start age
should be flexible in the width from the age 5 to 7 is also made
into "under examination", such a selection system does
not get used to start of compulsory education.
- The educational
problem and school education for the younger age group are centers,
and this interim report has the thin viewpoint of the lifelong
learning for all the stages of life. Social service and a sense
of civic responsibility should also stand on the viewpoint of
lifelong learning, and should be discussed also about the problem
of member-of-society education. Moreover, you should argue also
about the condition maintenance for promoting the increase in
the children who visited from many foreign countries and whose
mother tongue is not Japanese and the education which both a
disabled person and a healthy person study. What people are asking
for is human education which values every person who may bear
future in the society to complicate.
- About the argument
in connection with educational idea and basic image, in order
to arrange an argument, without standing on the posture that
the revision of the Fundamental Law of Education should be done,
the national argument should be freely advanced over the long
period of time about considerable separating from the revision.
Succeedingly, in case of the deliberations of the Conference
and the adjustment of the final report, RENGO thinks the position
of a citizen, and the position of parents and a child as important,
and endeavors after much more opinion reflection. Moreover, it
will argue about the way that should be of future education,
adjust its own proposals to advance the reform required for the
basis of national agreement.
