Discourse on the recommendation of the National Personnel Authority

Today, concerning wages of national public officials (clerical), National Personnel Authority put off revising the salary table and recommended to the Diet and the government that lump-sum allowances be cut by 0.05 months.

Although the recommendation decided to take a temporary to abolish the gap between the public and private sectors, it has put off revising the table for two consecutive years and decrease annual incomes, combined by the cut in lump-sum allowances, for three consecutive years. It is regrettable that an exceptional case - shelving the revision of the salary table - took place again. It is apprehended that this result has an influence on the pay revision of small and medium enterprises and size/neighborhood of the stock exchange market enterprises and the local industries.

The recommendation also touches upon the review of the private salary survey and local distribution. However, the review should be implemented on the basis of consensus after sufficient consultation, in parallel to the discussion on the reform of the public official system. It is one-step advance that concrete measures regarding child care and care for old people are proposed.

The recommendation of the National Personnel Authority was made while discussing the reform in the decision-making processes of wages and other working conditions of public officials. However, the recommendation, which was made under the existing system, should be fully respected. Rengo urges that the recommendation should be implemented at the possible earliest date.
