Rengo's 8th Central Executive Committee held on 16 April 1998 decided the policy of the 18th election of House of Councillors. Rengo placed the election as an important step toward a change of regime and also decided to obstruct a majority by the Liberal Democratic Party (LDP) for the realization of the people and consumers-centred politics. It was also confirmed that the new Democratic Party was a pivot to actualize Rengo's policy/institutional challenges and thus determined to give its wholehearted support to the party.
The significance of the forthcoming election The Hashimoto Administration preaches the reforms of financial structure, administration, financial system and social security, but his politics is still bureaucracy-led with the greatest stress on the financial restructuring. Thus, it makes light of the people's living and force burden to the people under the pretext of reforms. Therefore, the economy is seriously on the decline with increasing anxiety about employment and living. We believe that we should say good-bye to the bureaucracy-led politics of the LDP, which is characterized by the protection of vested rights and the postponement of necessary measures. We have to now create a society where all levels of the people are participating toward a bright future. Rengo has been making efforts to create an environment where new political forces can gather together centring on policies that attach importance to lives of working people and can take the helm of state. The forthcoming election will be an opportunity to actualize the change of regime. The election will be an important step for the change of regime and will be a challenge to obstruct a majority by the LDP and to realise the people-centred politics Just at that moment, some of the opposition parties have decided after discreet discussions to form the new Democratic Party prior to the election.
