On October 22 at its 17th Central Executive Committee Meeting, RENGO approved the first stage of its policy for the 14th Unified Local Election. RENGO, the Central Trade Union Conference, and the Yuaikai will establish "Trade Union Conference for Promoting Unified Local Election," a body of arbitration, in the hope of establishing a two-party system with the Democratic Party as the central political force.
1. Basic Policies
- RENGO headquarters, affiliated unions, and local RENGO will work in solidarity to create a political force in local elections, while placing the Democratic Party as the central political force.
- Nominating candidates
(1) Cooperate for the nomination of a Democratic candidate (2) Deal with problems uniformly even when local circumstances do not allow candidates to run on the party's ticket (3) Take positive steps to nominate young candidates and women who will become the leaders of the next century
2. Methods
- Organ to be established at RENGO headquarters.

- Election of leaders
(1) RENGO headquarters will recommend candidates for national and larger metropolitan city elections after negotiations based on its administrative policy. Affiliated Unions and local RENGO will work in cooperation to support the candidates. (2) Local RENGO will nominate candidates for other local government elections based on administrative policy, and work to support activities on its own initiative. (3) For the Tokyo gubernatorial elections, RENGO headquarters and RENGO Tokyo will organize a "Liaison Conference for the Election for the Governor of Tokyo" (tentative) as an arbitration body.
- Elections of Local Assembly Members
(1) Regarding local assembly member's elections, local RENGO will talk with candidates to decide who to nominate, then create a concrete supporting plan. (2) Local RENGO will work to create an environment that will foster mutual cooperation between RENGO and conciliatory political parties in unified local elections. (3) Specifically, our goal is for a Democratic Party-based political force to win a majority of the assembly seats. We especially hope, in the prefectural and national elections, to: a) Promote cooperation with each political party at each constituency b) vigorously endeavor to nominate a unified candidate with the political parties and work to support all activities for his/her election at LDP dominated constituencies. (4) Each affiliate union will take positive steps to support nominated candidates.
