RENGO Plans Action for Key Bills
(16 April 1999)

Key bills relating to RENGO's main issues are scheduled to be submitted and discussed at the ongoing 145th Ordinary Diet Session. Those bills include the Basic Gender-Equal Society Act, the Dispatched Labor Law Amendment, the Employment Security Law Amendment, the Decentralization Promotion Package Bill, the Pension Reform Bill, and the Central Ministries and Agencies Reform Package. On April 15, RENGO held the 23rd Central Executive Committee Meeting and decided to take various plans of action, such as conducting a sit-in, to fulfill its demands at the time those bills are being deliberated.

The State of RENGO's Request to the Opposition Parties on Key Bills.

(1) Dispatched Labor Law Reform
RENGO has recently been pressing its "Demand for the Dispatched Labor Law Reform" to the Democratic Party, Komeito, the Social Democratic Party, and the Liberal Party. The Democratic Party is now considering making a unitary policy among the three opposition parties, taking "RENGO's principles" into account. The Social Democratic Party and Komeito are demonstrating an understanding of "RENGO's principles."
RENGO will continue to press for concerted action from the opposition parties.

(2) The Basic Gender Equal Society Law
RENGO has been lobbying the opposition parties, the Democratic Party, Komeito, the Social Democratic Party and the Independents in the House of Councilors, for the approval of this bill during this Diet session while at the same time urging for clarification of the spirit of gender equality. The Government is strongly appealing to the Social Democratic Party and other parties to approve the bill without amendment.

(3) Pension Law Reform
Discussion has been taking place between the ruling Liberal Democratic and Liberal Parties, and the latter has called for (1) a clear statement on the transfer to taxation (2) withdrawal of the plan for a 5% reduction on the remuneration-based portion of the Employee Pension provision, therefore the Cabinet's decision has been delayed. RENGO demanded action from the three opposition parties and the Liberal Party in an effort to obtain approval of "RENGO policy." The Policy Affairs Research Council of the Democratic Party agreed to demand wage indexation of the "RENGO principle" endorsing it against the Government's Pension Reform Bill.
