2nd Plan for Establishment of Social Security Endorsed
(5 February 1999)

On January 14, at RENGO headquarters, RENGO held the 20th Central Executive Committee Meeting and endorsed "(the second) Plan to Establish Safe and Reliable Social Security." To achieve Safe and Reliable Social Security RENGO clarified the connection with 1999 Spring Struggle and Unified Local Election, the measures for related councils, and also gave concrete forms to the content of the plans at the 145th ordinary diet.

II, Plans for RENGO Headquarters, Constituent Organizations and Local RENGO

As phase two, based on last year's plans, RENGO will promote actions to the related councils while remaining connected to the policies for the 1999 Spring Struggle and the Unified Local Election. The working plans during the 145th ordinary diet will be as follows.

1, Plans for RENGO Headquarters

(1) Establish "Network for Establishing Safe and Reliable Social Security [tentative]" (hereafter "Network ESRSS"), hold symposiums, etc.
(2) Open a social security school. (from mid to late February)
(3) Hold consecutive social security rallies at five places in each prefecture.(from February to May)
(4) Hold a central rally to establish Safe and Reliable Social Security and implement the demanded actions. (from mid to late May)
(5) Sent out questionnaires regarding pensions by postcard and the Internet. (from late February to March)
(6) Maintain efforts to abolish 'false medical claims.' (from late January to March)
(7) Hold a symposium on MediCare Reform (from mid to late February)
(8) Strengthen cooperation with the National Federation of Health Insurance Societies and Nikkeiren (Japan Federation of Employers' Associations) concerning Medical Care.
(9) Send out questionnaires to the heads of self-governing bodies regarding the Nursing Care Insurance System. (from January to late February)
(10) Hold meetings of RENGO recommended members from the Nursing Care Project Planning Committee. (late February)
(11) Step up PR activity by using the mass media such as magazines.
(12) Request that Diet members and each political party take action on RENGO demands. (January through June)
(13) Hold rallies that correspond to Diet deliberations.
(14) Use the "Struggle News" to inform about upcoming activities.

2, Plans for Constituent Organizations

(1) Hold study groups concerning Social Security during the Spring Struggle.
(2) Maintain efforts to abolish 'false medical claims.'
(3) Request that Diet members take action on RENGO demands.
(4) Facilitate cooperation with RENGO supported candidates for the Unified Local Elections.

3, Plans for Local RENGO

(1) Form a prefectural "Network ESRSS."
(2) Hold consecutive social security rallies. (February to May)
(3) Maintain efforts to abolish 'false medical claims.'
(4) Promote self-governing body' resolutions that seek the substantial foundation and smooth operation of the Nursing Care Insurance System. (February to March)
(5) Hold meetings conducted by members in the Nursing Care Insurance Project Planning Committee.
(6) Request that each political party and Diet members from the prefecture where the local RENGO are located take action on RENGO demands.
