Group Petitions to Achieve RENGO Demands

Concrete Plans for Dispatched Worker Law Endorsed

On January 14, at the 20th Central Executive Committee Meeting RENGO endorsed its "Actions for the Achievement of RENGO Demands on Dispatched Worker Law Amendment." This includes specific measure such as opening telephone help lines to better grasp the actual conditions of dispatched labor and collecting group petitions to achieve its demands.

[Specific measures by RENGO Headquarters, Constituent Organizations, and Local RENGO]

(1) Ascertain the actual conditions of dispatched labor and strengthen cooperation by supporting problem solving

  1. Open a "Dispatched Labor Help Line" with the cooperation of each local RENGO of Tokyo, Aichi and Osaka. Telephone lines will be open from February 8th to the 10th, from 10am to 8pm. Summarize problems and issues gathered from hot lines and support measures. These should be reflected upon in the discussions at the diet.
  2. Each constituent organization should set aside a space for the exchanging of opinions for dispatched workers assigned to related businesses, exchange opinions regarding the worker's problems, and foster understanding of and cooperation with RENGO demands.

(2) Enforce organizational activities

  1. RENGO Headquarters will prepare as many necessary materials as possible for the study group activities operated by each of its constituent organizations and local RENGO. It will also accommodate requests for providing lecturers.
  2. Operate "Group Petitions" by affiliated unit unions for the understanding and realization of RENGO demands. The petitions will be carried out from February 1 through the end of March. Constituent organizations will summarize the results from the collected "group petitions" and send them to the "RENGO Working Conditions Division" by Tuesday, April 6. In regards to the submission of the Group Petitions, RENGO will continue to gauging conditions in the Diet and in conjunction with our requests to the Labor Minister and others for various actions, will submit the petitions at the most appropriate time (mid-April). The group petitions will be addressed to the following three people, the Labor Minister, the Speaker of the House of Representatives and the President of the House of Councilors. Group petitions must include the name and seal of the person in charge of the unit union, as authorized by the appropriate decision-making organization. We will inform you later as to the correct form required for the submission of the group petitions to the three addressees.
  3. Keep a close watch on the situation of Diet deliberations, observe rallies in and outside the Diet and related councils.
  4. Each constituent organization and local RENGO will study and conduct discussions on the contents of the Dispatched Labor Law Amendment Bill and RENGO's views and demands of it. These activities will be performed in keeping with RENGO's organizational structure.
  5. Each local RENGO will hold study groups, educational activities, symposiums and other activities relevant to the content of the Dispatched Labor Law Amendment Bill for directly affiliated local unions etc. These activities will also focus on RENGO's views and demands of the said bill as well as RENGO's requests for the understanding of and cooperation with its demands.
  6. Local RENGO will implement group petition drives aimed at local headquarters and local unions, unions without higher structures at local councils, directly affiliated organizations and special organizations participating with local RENGO.
