As the time limit for enforcing the agreement over the Northern Territories is rapidly approaching, this is a crucial moment. In November 1997, Japan and Russia entered into a mutual agreement that they would conclude a Japan/Russia Peace Treaty by the year 2000.
On September 16, RENGO held the "Peace Rally for the Return of Northern Territories in Nemuro" which is an issue RENGO has fought over for half a century even since its former union organization days.
1,500 union members from all over the country participated in the movement for the return of the Northern Territories which was also enlivened by a downtown parade and a panel discussion. On September 17, there was also a peace rally held at Cape Nosappu.
