On a drizzly April 26 at Hibiya Open Air Hall in Tokyo, RENGO conducted the "Central Pep Rally for Fulfilling Demands 4/26." 3100 participants gathered to appeal for the realization of four priority policies; "Legislation of the Workers' Protection Law," "Radical Reform of the Medical Care System," "Job Creation," and "The plan to block bills which ban union-dues check offs."
After the rally, participants marched making a line of umbrellas that stretched from the Hall to the Diet while appealing for their demands. Prior to the rally, approximately 150 representatives from local RENGO presented formal requests to local lawmakers for the realization of RENGO's policies.

RENGO took action to fulfill its demands in the midst of worsening employment conditions and the beginning of serious Diet deliberations over the revision of the Commercial Law to enable corporate splits, and the Workers' Protection Bill.
In an opening speech on behalf of the sponsors, President Washio stated that "the current political situation in Japan threatens to collapse our democracy." Washio continued "Until now, RENGO has proposed policies while at the same time putting a high value on maintaining dialogue with the Government. However, the government has unilaterally severed this place of negotiations with RENGO clearly revealing its antagonistic attitude." He emphasized, "we are not the minority, we are an organization that represents a majority of the nation. We must smash the present situation in government, which is marked by abuses of power, and the pandering of influence and money."
Following President Washio, Secretary General Sasamori spoke on the main theme of the rally, the four priority policies, and the struggles that lie ahead. Sasamori closed his speech by calling "there is no other way to bring the hammer down on this government than to vote. Let's switch to a government that will work for its people."

Numerous lawmakers from both the Democratic Party of Japan and the Social Democratic Party were on hand at this rally. On their behalf, Democratic Party of Japan Planning Director Yoshito Sengoku and Social Democratic Party Policy-Making Board Chairman Kenkichi Hamada, each expressed their determinations.
The rally agreed to adopt the slogan, "Our anger has reached its limit! Give us a government that prioritizes safety, stability, employment, and social security for its people!" After adopting this appeal, SG Sasamori closed the rally by leading the crowd in a rousing cheer and then took to the streets to demonstrate. Demonstrators paraded from Hibiya to the Diet in the pouring rain, calling out for the fulfillment of RENGO demands. They exchanged shouts with Diet members from the Democratic Party and the Social Democratic Party both in the meeting hall at the House of Representatives and in the House of Councilors.

Make Revisions from the Workers' Viewpoint
Rally Calls for Workers' Protection Law Legislation
(28 April 2000)

On April 20 at the Members' Office Building of the House of Councilors, RENGO held the "4/20 Emergency in-house Meeting for Demanding the Revision of the Government Bill on Commercial Law/Legislating Workers' Protection Law." It is opposed to the Government/Liberal Democratic Party's high-handed proposal of the Commercial Law Revision Bill and the Labor Contract Succession Bill at the Plenary Session. Approximately 120 participants from affiliate organizations and each political party attended the meeting.
In his opening speech, Secretary General Sasamori strongly told participants that "we will send the Diet a clear message from a union/worker's standpoint, that we will not allow any bill that favors management/businesses and we will correct any inadequacies in the governments' bill."
Following to the speech, lawmakers from the Democratic Party and the Social Democratic Party each stated their respective resolutions facing the plenary Session. At the conclusion of the meeting, RENGO Department of Working Conditions Director Matsuura, vowed that "RENGO will back-up this urgent action for deliberations even during the severe Spring Struggle."
