As regards product accidents, which become an object of public concern, RENGO reached a consensus on strengthening the monitoring function of trade unions toward keeping similar accidents from happening again at the 13th central executive committee on 14 September. Concretely all the trade unions will rebuild the labour-management council system and begin consultations with the management on establishing safety health at the workplace, ensuring safety of products and service and eradicating social accidents. 1. Awareness
of problems The management and employers who have made light of ensuring safety and health and quality while global competition got keen must take on the responsibility for these serious accidents. However, the trade unions' responsibility for safety health matter at the workplace should be regarded as important. Moreover, trade unions must undertake social responsibility as professional morality for giving a guarantee of quality of products and service and of function safety made by union members to users. The investigation of the accidents and incidents shows that trade unions have not carried out basic activities fully. For examples, working safety health regulations are not kept strictly, safety health committee is not held regularly and labour-management council is not enough. In addition it is necessary to organize trade unions and establish labour-management council in order to ensure both safety and social responsibility of enterprises although some enterprises which caused accidents have no trade unions. 2.
