Coming to the final year of the working
hours reduction promotion plan, RENGO reached a consensus on
setting about working hours reduction for the fall of the year
2000 at the 13th central executive committee on 14 September.
RENGO will set about following matters:
(1) Collection and provision
of information on the campaign for working hour reduction RENGO will put demands by all the unions' replies
and settlement together, provide its information and promote
the campaign for working hour reduction.
(2) Consideration of
working hour reduction policy after 2001 RENGO will set about the discussion
of the new working hour reduction policy after 2001 and draw
up the policy, taking the actual conditions of working hour in
working hour survey of 2000 into consideration.
(3) The symposium on
working hour RENGO will hold a symposium on November. Its subject
will be the working hour problem, an increase in employment by
working hour reduction (eradication and cut in unpaid overtime
work and taking full yearly paid vacation) and support of combination
of home and work, which is directly concerned in working hour.
(4) The guideline for
work on a holiday Concerning the consideration at the expert committee
on the guideline for the regulation for the number of times of
work on a holiday, which was passed a supplementary resolution
at both the house of representatives and councilors when the
labour standard law was revised in 1998 and the discussion at
central labour standard council, RENGO will demand a policy on
a work on a holiday regulation to realize employment creation,
promotion of the combination of work and family responsibility
including care and the maintain of health and free time.
(5) The exchange of
information on the project of the self-guideline between labour
and management for night work The project that the Ministry of
Labour supports the plan of self-guidelines between labour and
management for night work has started in 4 industries such as
the cars and parts manufacturing industry, the steel industry,
the chemical industry and the electricity and information industry.
This fall the guidelines classified by industry are expected
to be drawn up. Owing to the agreement between labour and management
in the spinning industry (Zensen Union) this fall, a guideline
has been begun to draw up. (The department stores have faced
the end of discussion between labour and management.)
Building up the exchange of information and a closer connection
with affiliated union members in charge of, RENGO will promote
the discussion on working out new general guidelines, based on
the policy on night work concerning work in shifts and irregular
work.
(6) Measures for the
law for promoting working time reduction which sets a time limit
on March in 2001 RENGO has already made a demand for working out
new working hours reduction projects and carrying them out, taking
account of not reaching 1800 hours of total yearly working hours
in the demand and proposal of the policy system of the current
year though the time limit is coming. In the situation that the
law for promoting working hours reduction has made it possible
to make the responsibility of the government and employers for
working hour reduction clear, RENGO has understood that it has
great significance as the factor that has supported activities
by government, labour and management, for examples the specification
of working out of the project for promoting working hour reduction
and carrying it out (the establishment of the promotion committee
for working hour reduction and measures for assisting small and
medium-sized enterprises. Considering that it is difficult to
achieve the target time (1800 hours), RENGO will demand to extend
the time limit and revise this law.
(7) Closing down on
New Year's Day RENGO will strengthen the prevention and the self-imposed
control on expanding operations while inherit actions which had
appealed to the affiliates, the Administration and the industry
groups with the slogan of closing down on New Year's Day.
(8) Promotion of acquiring long vacation through the introduction
of various vacation systems RENGO will promote the acquisition of long consecutive
vacation through the introduction of various vacation systems
such as refreshment holiday, volunteer holiday, personal celebratory
holiday (birthday, wedding anniversary and so on) and reserved
yearly paid vacation. |
