Anger over Multiple Acts of Savagery Reaches Peak
RENGO Supports Petition to Reduce American Military in Okinawa

At the 20th Central Executive Committee Meeting held on the 8th, RENGO endorsed the petition with 1 million names that seeks the reduction of American military in Okinawa, including the United States Marine Corps. With public opinion calling for reorganization and downsizing of military bases running high, RENGO formally accepted RENGO Okinawa's request and decided to join the signature collecting drive by the Okinawan people. RENGO endorsed cooperation in this movement making it a RENGO-wide Action.

The molestation of a middle-school girl by an American soldier last year in July prompted a severe outcry by Okinawans denouncing the act as inhuman savagery. Despite their strong petitions to seek safeguards against this happening again another molestation occurred last January 9, this time the victim was a high-school girl from Kin-cho, Okinawa and the accused was an American Marine corporal. On January 19, the Okinawa Prefectural Assembly immediately and unanimously adopted a resolution and remonstrance seeking the reorganization and downsizing of American military bases, explicitly stating "reduction of the Marine Corps." This was the first time in prefectural politics that the prefectural government had ever adopted such a resolution. Likewise, many other city and village assemblies in Okinawa prefecture have unanimously adopted the same resolution and remonstrance of protest.

Due to heightened Okinawan public opinion, the "million signature" petition drive for the reorganization and downsizing of military bases by reducing the number of marines and the "Prefectural Citizen General Pep Rally" both of which will be implemented through a steering committee which will be run by broad participation Okinawan. On February 13, RENGO Okinawa held the 4th Executive Committee meeting and decided to actively participate with the steering committee by heading up its office. RENGO Okinawa has requested that RENGO headquarters implement the "million signature" petition drive to inform the nation about Okinawan anger over the multiple acts of savagery committed by American soldiers, Okinawan demands for the reorganization and downsizing of American military bases, and for understanding and cooperation with the movement.
In that light, RENGO has focused on "handling standards for requests for cooperation with the petition campaign." Based on the first clause which states, "should RENGO headquarters deem that RENGO-wide cooperation is necessary, headquarters will propose so and gain approval from the Central Executive Committee. After approval is gained, RENGO headquarters will request cooperation from each affiliate organizations and local RENGO." RENGO will conduct the petition drive as follows:

Campaign Focus: affiliated organizations and Local RENGO
Signature Goal: Over one million people
Distribution/Collection of Sign up Sheets:
The necessary amount of sign up sheets will be provided and sent by RENGO Okinawa to each affiliated organization and local RENGO. In principle, each organization will collect the sheets by the end of the period and return them to RENGO Okinawa. However, each unit union may also return their sheets directly. The overall collection of the sign up sheets will be conducted by RENGO Okinawa.
