On November 13 RENGO endorsed its 2001-2003
Organizational Expansion Goal based on its Union Building/Acton
Plan 21 at the 36th Central Committee Meeting. In it, RENGO set a two-year
goal (from October 2001 to September 2003) to expand its organization
to 600,000 members. Affiliated organizations and local RENGO are to
report every six months to the central executive committee in an organizational
expansion milestone report.
At RENGO's 7th Regular Convention (biennial) organizational expansion
was endorsed as the first top priority issue in the 21st century and
it was decided that affiliated organizations, RENGO headquarters and
local RENGO would all team up together to work on Union Building/Acton
Plan 21.
Specifically, the following points were endorsed when working for future
organizational expansion activities. (1) it is important to allocate
organizers specialized in improving local industrial federations (=affiliates)
and expanding organizations,(2) there is an urgent need to expand the
breadth of members to include non-ordinary workers including part-time
and dispatched workers, (3) actively work to organize fellow workers
at local/small to mid-sized businesses and associated ventures (4) To
achieve this, it is vital that affiliated organizations, local affiliates,
RENGO headquarters and local RENGO all act together for organizational
expansion. Further, at the convention it was decided that all parties
should carry on the mission knowing that the consequences of implementing
organizational expansion will affect the rise and fall of future labor
movements.
Therefore, this central committee endorsed the goal of organizational
expansion as follows and will develop activities for it. This goal is
set from October 2001 to September 2003 and comprises the goals of affiliated
organizations, local RENGO, and RENGO headquarters.

Based on the Union Building/Action Plan 21 the
total number for the goal of RENGO organizational expansion
for the term October 2001 to September 2003 was set at 600,000.
This number was derived from the sum of reported target numbers
submitted by affiliates, local RENGO, and RENGO headquarters,
which are underpinned with specific numbers given by listing
the objectives. |

The individual target numbers to set up the total number
for the goal of organizational expansion: |

members.
However, that there is some overlap in the count among affiliate
organizations. |

Local RENGO's target number for expansion: 14,940 members. |
