On August 22, at its 25th Central
Executive Committee Meeting, RENGO endorsed its ĀFiscal Year 2002 RENGO Fundraising
Campaign Allocation Guidelines and ĀFiscal Year 2003 RENGO Fundraising
Campaign Activity Development. RENGO has been working on those activities
since its inauguration in 1989 for the purpose of proactively supporting numerous
people at home and abroad who are suffering due to crisis of freedom and peace,
suppression of indigenous human rights, poverty and hunger. RENGO set aside three
months from October to December of this fiscal year as a priority activities period,
and will accept applications for support from March 1 through 31, 2004. Also during
the FY2002, RENGO received ¥131,412,097 raised by 49 affiliated organizations
and 25 local RENGO, which RENGO has decided to distribute to 119 organizations. |

FY 2003 “RENGO Fundraising Campaign”
Activity Development

”RENGO Fundraising Campaign” activities started with RENGO’s
inauguration in 1989. The campaign is conducted under the cooperation of affiliated
organizations, local RENGO, unit unions and union members, and its achievement
has been praised domestically and internationally.
Forty nine affiliated organizations and twenty five local RENGO worked on the
FY 2002 “RENGO Fundraising Campaign” and raised ¥131,412,097 (calculated
on June 30, 2003) and which was sent to RENGO Headquarters. This money will be
used to support a number of NPO projects.
Also during FY 2003, RENGO will set allocation caps for its “Central Aid
Projects” and the allocation caps for “Regional NPO Activities Aid
Projects” which RENGO has conducted since FY 2000. RENGO will develop activities
based on the following criteria. |

Purpose of Activities |

The purpose of the “RENGO Fundraising Campaign” is to actively
support many people at home and abroad suffering crisis of freedom and peace which
jeopardize human existence, suppression of human rights which should be a given
right, poverty and hunger, giving hope for the future, and contributing to establish
a free, equal, fair and peace world. With this as its base, we will develop those
activities that contribute to society from all members participating from RENGO,
affiliates and local RENGO while at the same time seeking to fortify and expand
those efforts. |

Object of Support Projects |
|
Object of Support projects will be divided into “Central Aid Projects”
and “Regional NPO Activities Aid Projects” and based on “RENGO
Fundraising Campaign” management rules. |

[Central Aid Projects] |
|
(1) |
Support for life-threatening human rights issues. |
(2) |
Support for standard of living crisis such as poverty and war refugees. |
(3) |
Support for children’s educational and cultural activities. |
(4) |
Support for social activities including medical / hygienic issues and welfare. |
(5) |
Support for activities to protect the global environment. |
(6) |
Humanitarian support during emergencies including natural disaster, etc. |
(7) |
Other support activities that the RENGO Central Executive Committee may deem
necessary. |

[Regional NPO Activities Aid Projects] |
|
(1) |
Support activities which are focused on local activities by non-profit organizations,
other than items relating to international cooperation outlined in the Central
Aid Projects. |
(2) |
Coordinate all matters with the central organization if there is one, other
than intermediate-level support organizations. |
|

Specific Campaign Activities |

The three-month period from October to December 2003 should be established
as the “RENGO Fundraising Campaign” priority period and should promote
further enlightenment of RENGO’s activities. |

Concrete procedures for the Campaign should be left entirely up to each affiliated
organization and local RENGO as has been done in the past. |

(2) |
Using Materials for the Campaign |
|
In order to proceed with the Campaign in a more organic fashion, RENGO Headquarters
will use its homepage for promotional activities, making reproduction proofs of
in-house bulletins available to affiliates and local RENGO along with leaflets,
flyers, and posters, which they will distribute in September. To enact this, Headquarters
will need the required numbers to be reported ahead of time from each affiliate
and local RENGO. |

Aggregation of Funds Raised |

The aggregation date for funds raised will in principle be at the end of January
2004, however to increase effectiveness, affiliates and local RENGO shall send
money to the RENGO Headquarters immediately after their Campaigns have ended. |

Selecting Procedure for Support Projects/Organizations |
|

The application period will last for one month from March 1 to 31, 2004 for
both the “Central Aid Projects” and the “Regional NPO Activities
Aid Projects.”
Further, organizations applying for “Central Aid Projects” will hold
interviews by members of its citizens/volunteers subcommittee in early April. |

Which organizations will be supported as well as the amount of funds to be
allocated will be decided at the Central Executive Committee in August or September
2004 after through study and deliberation in the citizen/volunteer subcommittee,
organizational committee, and high-rank executive meetings and in view of the
purpose of RENGO Fundraising Campaign as well as the that of those projects that
RENGO may decide to support. |

Allocation caps for the “Central Aid Projects” and the “Regional
NPO Activities Aid Projects” will be decided during the organizational committee’s
review. |

4. |
Points to Consider when Reviewing “Central Aid Projects” Application |
|
[1] |
As before, “Central Aid Projects” will not accept new projects
in principle. |
[2] |
Those projects and organizations filing applications which fall under the
following categories should be carefully reviewed:
(a) |
Those that receive more than ¥100 million in public aid (grants, etc.) |
(b) |
Those with a budget of more than ¥200 million. |
(c) |
Those with many executives who are former government officials. |

When granting United Nations related organizations, reduce the amount of allocations
by shifting the focus on the application from “Central Aid Projects”
to “humanitarian support during emergencies such as natural disasters”
and to “support and assistance activities which the Central Executive Committee
especially considers necessary.” |

Points to Consider when Reviewing “Regional NPO Activities Aid Projects”
Applications |

Receive and review applications for the “Regional NPO Activities Aid
Projects” based on the provisions found in the “RENGO Fundraising
Campaign” management rules. |
[2] |
Create a consensus by conducting explanations at organ meetings where local
RENGO participate. |

6. |
Issues to be Studied in FY 2003 |
|
Set aside the following issues to be studied during FY 2003. The “RENGO
Fundraising Campaign” management bylaws should be revised when the items
are finalized.

Establish limits for the period of support for “Central Aid Projects”
(including the provision “re-application after the termination of grant
period.”) |

Create a general overview (assessment and assignment) of “Regional NPO
Activities Aid Projects,” the handling / state of affairs after the third
year, limit activities to domestic activities, etc. |

7. |
Using “Collected Funds for Disaster Relief” |
|
“Collected Funds for Disaster Relief” (unused money raised in
the October 1998, March 2000 and February 2001 Campaigns), may be used based on
an item endorsed at the 27th Central Executive Committee Meeting held on September
13, 2001 which states, “put [funds] to practical use for assistance in unfortunate
natural disasters that may occur domestically or abroad.” |

Allocation Guidelines for FY2002 RENGO
Fund Fundraising Campaign

- The FY 2002 RENGO Fundraising Campaign was conducted at 49 affiliated organizations
and 25 local RENGO and the amount of funds sent to RENGO Headquarters totaled
¥131,412,097 (aggregated June 30.)
- The amount of funds distributed from money collected at the FY 2002 “RENGO
Fundraising Campaign” was: (a) ¥94 million to 30 (out of 34) organizations
applying for “Central Aid Projects,” (b) ¥30,400,000 to 89 (out
of 93) organizations applying for “Regional NPO Activities Aid Projects”
for a grand total of ¥124,400,000.
- The UNHCR (United Nations High Commissioner for Refugees) and the Japan Committee
for UNICEF have asked RENGO for assistance on Iraqi problems. Unallocated funds
from this fiscal year in the amount of ¥7,012,097 will be allocated to them
after receiving approval from the RENGO Central Executive Committee in the provision
“relief/assistance activities in time of emergency or when the RENGO Central
Executive Committee recognizes a special need”; an management bylaw of the
“RENGO Fundraising Campaign.”
- A “Central Aid Projects” presentation ceremony will be held at
the outset of the 26th Central Executive Committee Meeting on Thursday September
11.
- Review of the “FY2003 RENGO Fundraising Campaign” will be shifted
from its own committee to the RENGO Headquarters’ organizational committee.
- Issues regarding “FY 2003 RENGO Fundraising Campaign Activity Development”
will be discussed in the citizens / volunteers subcommittee, sent to the organizational
committee for approval, and then proposed at the Central Executive Committee.
