Japan International Labour Foundation

JILAF is an NGO (non-governmental organization) and NPO (non-profit organization) set up by RENGO in May 1989, to promote international cooperation in the field of labor.

The Foundation has carried out a variety of international support activities based on the principle of "development cooperation" and "mutual interaction with our working friends in all over the world".

Of its major pillars of efforts, the first is inviting young trade union leaders from developing countries to come to Japan. This serves to deepen their understanding on the Japanese system of industrial relations and experiences of labor issues in Japan, with the hope that it will help to promote the trade union movement in their respective countries. Approximately 100 union leaders are invited each year. Starting from 2003, invitation programs are expanded to cover industrialized countries for promoting mutual cooperation with Japanese trade unions.

The second pillar is "field projects," in which the Foundation sending personnel or financing to assist in the operation of projects initiated principally by trade unions in those countries. The areas of assistance range from traditional trade union concerns such as occupational safety and health and industrial relations through family planning, and community development, which are not regarded conventional issues for unions.

Thirdly, the Foundation conducts overseas labor research missions and provides education programs targeting at union leaders both overseas and in Japan. It also organizes various international seminars in collaboration with ITUC-AP. In addition, JILAF disseminate information on its activities by periodicals and through websites.

RENGO believes that NGOs should play a more important role in the implementation of the official development assistance by the Government of Japan and that there should be greater citizen participation in it. In this sense, RENGO is strengthening the functions of JILAF as an NGO in the field of labor, and is currently working to increase its development assistance policies to developing countries.
